    Title: Skill Requirement of it Professionals in an Outsourced Environment

    Abstract: Outsourcing has greatly changed the role of IT employees; most and large, staff in IT department acting as IT buyers or contract controllers instead of IT technical professionals. This trend has strongly undermined the job position and the confidence of IT employees in an enterprise. Although government agencies and enterprises are worried about the loss of core competence and the lack of security control, IT outsourcing will continue to flourish in near future. How will IT employees survive in this pernicious environment? And how do enterprises keep their IT service quality up under these circumstances? The required skills of IT employees in an outsourced environment are quite different from the role they play in a traditional IT center. The outsourcing environment lacks a clear framework with regard to the skills required for making IT strategies and training IT employees. This paper seeks to provide suggestions on this issue. In the research, it is found that the suggested framework, consisting of 4 layers of skill requirements, can adequately depict the needed skills/knowledge of IT employees in an outsourcing environment.
