Abstract:	我國檔案法已於民國八十八年十二月十五日由總統令頒佈，全文共三十條，其中第十七條規定：「申請閱覽抄錄或複製檔案，應以書面敘明理由為之，各機關非有法律依據不得拒絕」；第廿二條規定：「國家檔案至遲應於三十年內開放應用，其有特殊情形者，得經立法院同意，延長期限」。因之，檔案需依法開放公眾使用。現階段各政府機關檔案開放應用程度不同，大都僅供機關內部檢調，甚少開放民眾使用，為滿足人民知的權利，應積極參酌先進國家已制訂之相關規範，研訂國家檔案開放應用辦法，以促進國家施政之公開透明。本研究計畫主題乃因應我國檔案法施行後，明訂檔案需依法開放應用制訂相關使用之管理辦法。 Since the Regulation of National Archives was legislated by government, the accessibility of national archival materials is a right of people. According to the regulation, the holdings of official archives must be open to publics to access during 30 years. However, most of governmental units have no any archival accessibility rules to follow. This project is to initiate National Archival Accessibility Rules for publics.
