    Abstract: 上世紀,蘇聯的崩潰導致人類歷史進入新的里程,但冷戰的結束並不意味歷史的結束,人類仍然面臨新的世界與國際環境。冷戰的結束改變國際政治權力的平衡,不僅發生在歐洲也發生在世界上的其他地區。自九○年代以來,中國崛起論已在世界鵲起,然而世界該如何面對此一強權?本文的對外政略研究應屬於中國大陸的意圖研究,這代表中國的國家能力已被國際社會所尊重。因此中國的國家意圖將更相對重要而值得研究。首先,本文探究中國改革開放後的重要面向,諸如睦鄰政策、多元外交、大國外交等等。然而這些政策對國際社會對台灣的意義又如何?這是本文所擬探究的。
    The Soviet collapsed leaded human being into new era in last century. But, the close of Cold-War did not mean the end of history, human still confront the new world and international environment. The end of Cold-War change the power`s balance not only in Europe but also in other places of the world. Since the 1990`s, the China-rise-thesis have been popular in the world, then the world how to deal this big power? This article study the foreign policy, will belong to the intention-study about Mainland China. That will represent Chinese state capacity have been respected by international community. Thus, Chinese intention turn out to be more relative importance for study. First, this article research the significant features after Chinese reform and openness such as harmony-neighbor-diplomacy, plural diplomacy, Big-state diplomacy etc., then how these policys to be the meaning for Taiwan and international community.
