    Abstract: 緣於全球電信國際化、自由化的趨勢,台灣電信產業於1987年開始自由化;1996年通過電信三法;1997年順利作大規模的開放四項行動通信業務推出2G行動通信服務;2000年釋出固定通信綜合網路(固網)業務執照;2001年開放國際單純語音轉售(ISR),此時台灣電信服務市場正式邁入全面自由化的階段;2002年開放3G行動通信服務業務執照。台灣電信服務產業發展至今已步入成熟期,市場也呈現飽和狀態,台灣電信服務市場已經是走入多家競爭局面。
    近年來在網路社群媒體盛行及行動電話普及下、電信營運商得面對電信技術快速發展、自由化及面臨傳統語音服務市場飽和,在傳統語音服務營收逐漸下降之經營環境丕變過程中,電信營運商經營模式的思維是如何擬定其營運策略來因應此波新經濟時代的衝擊及市場自由競爭,使其企業邁向永續經營之路。
    本研究藉由台灣電信產業自由化後的發展過程中來探討台灣五大電信營運商經營模式;如何在電信服務之產品差異性不大,市場區隔性也較不足和服務替代性高之下,各電信營運商是如何在營運上採取怎樣的差異化經營模式,在營收成長及獲利上表現出不同的結果。藉由研究分析的發現及建議可做為未來4G LTE新進者的經營模式參考。
    Due to global telecommunications internationalization and liberalization trend towards, In Taiwan the telecommunications industry liberalization was began in 1987;1996 issued three the Telecom laws; 1997 smoothly for large-scale open four mobile communications business and also launched 2G mobile communications services; Released fixed communication network business license in 2000; 2001 opened the international simple resale service (ISR), the Taiwan telecom service market has officially entered into the stage of full liberalization; opened 3G mobile communications services business license in 2002. Taiwan`s telecom service industry development has entered a mature stage also presents saturated, Taiwan telecom services market was into multi company of competitive situation.
    In recent years, the prevalence of the Internet social networking and the popularity of mobile phone, carriers have to face the rapid development of telecommunications technology, liberalization, to face traditional voice services market is saturated, In the operating environment has greatly changed the course of traditional voice service revenues decreased gradually, The carriers operating mode of thinking is how to develop its operating strategy to cope with the impact of this wave of new economic era and free market competition, their businesses towards sustainable management of the road.
    This study is liberalization of the telecommunications industry in Taiwan to explore after the development process which Taiwan`s top five telecom service provider business model; How telecommunications services product differentiation were not significant, market segmentation is also inadequate and services substituted were too high. each the carriers is how to take on operations what differentiated business model, showed different results in revenue growth and profitability. By the findings and recommendations of the research analysis can be used as the business model of the future 4G LTE new entrants reference.
