    Title: 本校水岸電梯之研究

    Abstract: 政治大學水岸電梯建設主要目的是以藝文中心為接駁原點,建構大學城計畫中的水岸絲路,連結山上、山下校區交通,促進兩個校區的交通便利性。然而,此一建設卻引起校內、校外不同意見的廣泛討論,其主要的爭議可分為經費來源與實用價值兩部分。本研究採使用者問卷調查及深度訪談等方式,收束各方建議。研究結論顯示,社區民眾對於水岸電梯的關注度較低,但期望水岸電梯能夠帶動社區發展。多數教職員瞭解水岸電梯設置的大方向,但對全面資訊仍不夠清楚,以致出現如建設費用誇大的錯誤資訊。有一半以上的學生未曾搭乘過水岸電梯,多數學生不曉得水岸電梯完工的時間,並對於水岸電梯成為政大地標、觀光與交通功能抱持中立態度。本研究建議學校讓使用者可在試營運期間免費搭乘,爾後再斟酌收費制度。學校也應該努力將水岸電梯形塑成與政大關聯性高,且具有歷史性象徵性的建設,使公眾認同水岸電梯所帶來的不僅是便利性,更是美好社區的指標。
    The Riverfront Lift is located at the Art and Culture Center at National Chengchi University (NCCU). The Lift, as part of the so-called “Riverside Silk Road” in the long-term campus plan, was built for ease of the transportation between the uphill and downhill campus regions. The construction project of the Lift, however, has arisen many controversies among users inside and outside the campus. The main dispute focuses on the source of funding and practical values of the Lift. This research project attempts to collect opinions among the various users through students’ pencil-and-paper surveys, the faculty members and staffs, and community leaders’ in-depth interviews. Results reveal that although the local community pays little attention to the construction itself, still hopes that the Lift will enhance the prosperity of the community in some way. Most faculty and staff members seem to have known vaguely about the purpose of this construction but reveal a lack of enough and correct information, such as an exaggeration on the expenses of the construction was widely spread on campus. In addition, the majority of the students has not taken the Lift by the time of survey conducted and was not aware of the date of the construction completion. Most of them take a neutral stance on the potential values and contributions of the Lift. Based on the results, in a short term perspective, researchers suggest, the University consider to allow users to take the Lift for free during the trial period, and then to assess the feasibility of the lift service charge and its related policy. The longer view is the University should create a shared vision to its stakeholders that the Lift is not only about bringing traffic convenience but also a historic and symbolic landmark of NCCU.
