    Abstract: 1972 年台日斷交後的雙邊關係,透過日方的「交流協會」與台方的「亞東關係協會」維持實務關係。進入後冷戰時期,圍繞台日關係的國際環境、台日雙方的內部環境有了改變,台灣方面在李登輝前總統的領導下,推動政治民主化,接著經過政黨輪替,民進黨執政。日本方面,歷經了「五五年體制」的終結、聯合政府的常態化,邁向政治大國之途。在民進黨執政時期的台日關係,除了經貿、文化交流踏實地增加外,日本對台灣居民實施免簽證措施、讓李前總統訪日,透過二軌交流等多樣管道,雙方政府官員密切的接觸。這些變化和冷戰時期的台日關係相較之下,有相當大的進展。相反地,在經濟全球化、進展經濟的區域統合的趨勢下,世界各國競相簽訂的「自由貿易協定」,台日雙方還沒有簽訂。經過15 次以上的談判,卻毫無進展的台日漁業問題等還是有待改進的議題。本研究計畫主要是後冷戰時期台日關係中的事例研究。主要的研究焦點為:第一,修正一般的對外政策決定理論,同時考慮中國因素,建立日本對台政策的模型。第二,概括地分析日本、台灣雙方參與台日關係的行動者的功能、角色。第三,透過建立的日本對台政策模型及行動者的角色,分析後冷戰時期台日關係的各議題,如台灣要人的訪日、漁業談判等議題。
    After the severance of diplomatic relations between Taiwan and Japan in 1972, the bilateral relations are maintained substantially through the Interchange Association, Japan(IAJ) and the East Asia Relations Commission. During the post-Cold war era, the international environment surrounding Taiwan-Japan relations and the internal environment for both countries changed; Taiwan led by President Lee Teng-hui promoted the democratization of politics and after a change of political parties was ruled by Democratic Progressive Party(DPP). Japan, on the other hand, went through the end of “The 55-System”, the normalization of the coalition government and was on her way to a great political power. Taiwan-Japan relations were actually increasing during the ruling of DPP through economic, trade and cultural exchanges. The implementation of visa-free measures allowed ex-President Lee’s visit to Japan, through Track II Diplomacy and other diverse diplomatic channels, government officials from both sides were in close contact. Compared to the situations during the clod war era, relations of the two countries had considerable progress. Contrarily, in the economic globalization and regional economic integration trend, countries compete in signing a free trade agreement(FTA), this however has not been done yet between Taiwan and Japan. After more than 15 times of negotiation still no progress, Taiwan-Japan fishery and other issues still are waiting to be resolved. The goal of this research is to study cases of Taiwan-Japan relations during the post-cold war era. The main research focus is: First, to make amendments to the general theory of foreign policy decision making, considering China as a factor at the same time and establish a Japan’s policy toward Taiwan model; Second, to generally analyze the function and roles that both countries play as actors in Taiwan-Japan relations; Third, through the establishment of Japan’s role as an actor in policy model toward Taiwan, in order to analyze issues such as Taiwan’s VIP visit to Japan and fisheries negotiations and so on.
