The Influence of Organizational Culture on Levels of Trust in School Evaluations: An Administrative Evaluation in a Taiwan Elementary School as an Example Evaluation has become an important feature of educational administration in recent years. However, problems of trust have gradually arisen, too. The professionalism of the evaluation system and evaluators themselves has been questioned. And doubts about the essential fairness of the evaluations and the level of good will involved in the application of evaluation results have surfaced. In Taiwan, many evaluation measures are implemented through the school administration system, and problems of trust in the evaluations themselves persist, despite the fact an evaluation system is gradually taking shape. Different organizational cultures mean that members of organizations face problems related to adapting to, as well as having faith in, the changes which are occurring. The purpose of this study is to investigate an ongoing administrative evaluation of an elementary school in Taiwan, and to examine how school organizational culture affects the level of trust in the evaluation. The study uses a survey format which includes both questionnaires and interviews, and attempts to understand how trust is affected in individual members of school organizations as they face evaluations.
