    Abstract: 中國在東亞地區的多邊外交戰略本研究計畫為「金磚四國與國際政治板塊」整合型計畫之子計畫,該整合型計畫的宗旨在於分析巴西、俄羅斯、印度與中國等四個潛在區域強權的政經發展情勢,並評估其對於國際權力分配與國際關係變化所帶來的衝擊與影響。其中,本計畫屬於「中國及以中國為主軸之東亞區域政治經濟研究」子計畫群,擬以「中國在東亞地區的多邊外交戰略」為題,探討中國在後冷戰時期,如何透過參與及主導成立區域內的多邊外交架構,來因應及處理區域內之安全情勢與危機,並展現其逐漸上升的國際影響力,因而形成東亞地區在冷戰後的「合作與權力競逐關係」的主要架構。本研究計畫主張,中國自從以來改革開放,外交與安全思維均產生了基本的變化,積極尋求加入區域與國際體系,多方參與國際組織與事務,尤其在冷戰結束以後,基於東亞權力平衡的變化,以及綜合國力提升後對成為世界大國的自我期許,更是積極推動東亞地區的多邊外交,中共官方多次指出東南亞國協以及上海合作組織是其推展多邊外交的最佳實踐,而處理北韓問題的六方會談,也被中共視為推動多邊外交的重要成果。從中國的實際國情出發,這些多邊外交機制,的確為中國外交帶來新的局面,而其所積極參與的東亞地區多邊安全機制,則是最能符合區域的利益,以及促進區域的合作與發展。
    China`s Multilateral Diplomatic Strategy in East Asia This research project will be conducted under the framework of “BRIC and the Reconfiguration of International Political Map” which is aimed at analyzing the development of regional powers such as Brazil, Russia, India and China, and estimating their impacts on international political-economic distribution of capability and international system. The project will focus on “China’s multilateral diplomacy in East Asia”, and illustrate how China uses multilateral diplomatic mechanism to deal with regional security situations and crisis as well as to demonstrate its rising international influences. After its reform and open policy, Chinese foreign policy has undergone dramatic changes. Its participation of regional and international affairs and organizations became more active and extensive. Under the considerations of regional power balance changes and pursuing a global power status, China was eager to promote multilateral diplomacy in East Asia. China emphasized frequently that ASEAN, Shanghai Cooperation Organization and Six-Party Talks were excellent multilateral mechanism to deal with regional security issues. For China, such multilateral mechanism can bring new strength to its foreign policy. For East Asia region, such mechanism can fit most countries’ national interests and help to promote cooperation and development.
