    摘要: 本二年期研究計畫在於研究,當我國面臨中國大陸國力日強、外交作為逐漸靈活時,應如何重整公眾外交,以發揮軟實力並開創新局。本研究將包含具可評量性、可操作性及對組織管理有益的個案研究,使我國的公眾外交得以從組織面、政策面與資源面獲得重新梳理的機會,並希望能提出整體規劃與執行戰略建議。此外,本研究將利用問卷與訪談方式調查中央政府各相關部會與機關、主要政黨與民間團體對於我國「公眾外交」未來組織與業務整合的看法;同時,本研究以謹慎選定好的樣本文件,然後將所選出的關鍵詞加以量化,希望能得出「公眾外交」或相關詞彙出現的頻率有多高,藉以作為判斷中央政府及我國其他各界對於「公眾外交」所重視的程度。總之,本研究的主要目的在於:(1)研究如何調校與整合我中央政府有關公眾外交的組織架構,使未來的相關工作業務可以更有效的推動;(2)研究如何整合我政府與民間的相關資源,期能集中力量,應付挑戰;(3)分析我公眾外交工作的強弱機危(S.W.O.T.)綜合分析,以充分瞭解我國在相關工作的能量與限制為何,方能對未來的策略規劃與執行提出可行的政策建議。
    This 2-year research prospectus aims to study how Taiwan should retool its public diplomacy in the face of a rising mainland China with gradually adaptable diplomatic measures. This research will include case studies that bear assessibility and operatability and benefit organization management. It hopes to sort out Taiwan’s public diplomacy from the angles of organization, policy, and resources in order to come up with a comprehensive strategy of planning and performance. Moreover, this research will use questionnaires and interviews to investigate the views of the central government’s agencies, major political parties, and non-governmental organizations on the future integration of organization structures and operation for Taiwan’s public diplomacy. Meanwhile, it will quantify the keywords or key terms selected in the carefully chosen texts to find out the frequency of “public diplomacy” or the relevant terms appearing in those texts, so as to determine the degree of importance attached by the central government and the rest of the Taiwan society. In sum, the vital goals of this research lie in the following aspects: (1) to explore how to adjust and integrate the central government’s structure related to public diplomacy, in the hopes that public diplomacy can be promoted more effectively in the future; (2) to examine how to incorporate relevant resources of the government and of the civil society in order to concentrate to cope with challenges; and (3) to analyze Taiwan’s public diplomacy work by a S.W.O.T. analysis to fully understand the capacity and limitations of Taiwan, thus providing workable suggestions on future policy planning and implementation.
