    Abstract: 冷戰後聯合國在東南亞地區衝突預防與和平建立的努力多半已交由「聯合國發展計畫」(United Nations Development Program)處理。例如在菲律賓與印尼,「聯合國發展計畫」幫助流離失所的民眾建立基本生活需求能力。這些綜合衝突解決與和平建立的方式,似已成為聯合國在東南亞衝突問題處理上的基本模式。此種聯合國與東協合作的模式雖有其優點,但部分專家認為在此類地區若無大國的的支持,可能會減損聯合國衝突解決與和平建立的成效。因此,本研究將(一)以演繹式的建構說明前述問題所探索的現象及範圍,並(二)探討聯合國在冷戰後於東南亞衝突解決與和平建立機制之運作及對東協之影響,以及美國與中共如何參與或回應聯合國前述作為: 1. 聯合國在冷戰結束後,對於東南亞的衝突解決與和平建立的作為。 2. 東協對於聯合國在前述領域的回應及配合之道。 3. 以「聯合國發展計畫」為主的衝突解決與和平建立模式所具有的利弊得失。 4. 美國與中共對於聯合國目前在東南亞衝突解決與和平建立所持之態度與政策。 5. 美國及中共參與下的東南亞衝突解決與和平建立之方式、架構與影響。 6. 在有大國介入及無大國介入情況下,東南亞的衝突解決與和平建立工作的可能發展,以及該地區衝突解決與和平建立之前景。
    The United Nations Development Program (UNDP) has be responsible for post-Cold War conflict resolution and peace building (hereafter CRPB) in Southeast Asia. For example, in the Philippines and Indonesia, UNDP provides displaced people with basic capacity training activities. These measure coupled with CRPB have seemed to become the basic pattern for the United Nations (U.N.) to deal with conflicts in Southeast Asia. Despite the advantages of collaboration between the U.N. and the Association of South East Asia Nations (ASEAN), some experts think, without the support of the major powers, the achievements of U.N.-ASEAN CRPB may wear off to a certain degree. Therefore, this research will employ the deduction to account for the phenomena and scope of the afore-mentioned issues. Besides, this research will explore the operations of U.N. CRPB in Post-Cold War Southeast Asia and its impact on ASEAN, as well as how the United States (U.S.) and the People』s Republic of China (PRC) participate in or respond to such U.N.-based operations: First, the CRPB measures undertaken by the U.N. after the ColdWar; Second, the responses of ASEAN towards U.N.-sponsored CRPB in Southeast Asia; Third, the gains and losses in the UNDP-centered CRPB examples; Fourth, the attitudes and policies of the U.S. and the PRC towards U.N. CRPB in contemporary Southeast Asia; Fifth, the mode, framework, and influence of CRPB in Southeast Asia with the participation of the U.S. and the PRC; and Sixth, either with or without the intervention of great powers, the possible development and prospect in Southeast Asian CRPB.
