    Abstract: 本計畫目的是在深入探討媒介倫理的概念、流變與實踐,由於新聞的產製、處理、 和接收過程均包含廣泛的倫理議題,涉入最重要的三個群體為:媒體、新聞工作者、和 民眾,本研究嘗試從多面向探討本研究的主題:「媒介倫理在台灣:概念的流變與跨文 化適用」的核心意涵,所用的理論包括倫理學、新聞學、倫理哲學、媒介組織理論、新 聞文化等相關理論。 本計畫主要目的即在透過報紙和電視兩種媒體上不同類型之新聞,進行個案研究, 深入比較報紙與電視記者報導這類具有高度倫理爭議的新聞中,出現哪些主要倫理問題 及其原因何在。另外將透過深入了解新聞工作者者和民眾對媒介倫理看法之差異,以問 卷調查方式,了解民眾對媒介倫理的認知、其重要性的理解、以及評價,並比較不同媒 介如報紙與電視之媒介倫理是否不同,影響為何,以期對於如何提升新聞工作者的新聞 專業與倫理認知提出具體建議。 另外,研究者擬從產製面的內在和外在兩方面,觀察剖析媒體在產製過程的上游中 游對新聞媒體中如何追求正確、平衡、以及真實的選擇與報導,對新聞的呈現是否正確、 沒有偏差,是否傳遞了社會大眾認知應該有也需要有的訊息。 本研究希望兼顧的媒介倫理的核心概念和實踐面,經過耙梳媒介倫理概念的源起和 流變,加上實證研究的結果,了解新聞工作者和民眾對媒介倫理的關注、認知、與解讀 為何,最後能在理解源自西方的新聞專業與媒介倫理觀在台灣當下社會的實踐和需求之 間的難題外,能結合「價值」與「事實」,探討媒介倫理在跨文化適用上的問題。
    It takes Taiwan’s media environment as an example of how different normative media frameworks may collide. An overview is given of the development of normative media ethical frameworks in Taiwan, as part of the shift towards self-regulation that the media underwent after the era of authoritative state regulation. This article traces the history in general of ethical thought regarding public service in America and sketches attempts to require adherence to ethical standards. In the debate about global media ethics, this revision of Taiwan as an normative media frameworks may then serve as an example of how western media ethics should be adapted to local contexts. This project attempts to illustrate the moral level of the system and of each social actor (including media professionals) depends on the level of dialogue among actors and mutual recognition of moral claims of all of the actors. In the face of rising criticism of the limitations of the "professionalmedia ethics` approach to media ethics and media morality, the author wants to explore a broader societal approach based on the norm of justice in the public construction of cultural truth which involves in media performance.
