    摘要: 國內報導若違背專業義理而招物議，業者總是標榜新聞自由。立場不同者，往往各依利害解讀「新聞自由」，援為攻伐之資，致治絲益棼，使涉及媒體規範的重大公共辯論屢次失焦。即使對立各造不惜勞神費時興訟，也因理念各異而不能服於司法判決。癥結在新聞自由的若干核心問題一直未解，例如享此自由的主體為何、其內涵及界限為何、其拘束或對抗的對象或其「義務人」為何，甚至其規範的效力或正當性基礎何來等。 本計畫擬徹底整理英美文獻，憑經濟社會史觀點細究the press之起源及其演進過程，庶幾廓清上述問題；也擬正視日中與日台新聞學術思潮與術語之交通史，重驗國人是否誤譯曲解新聞自由概念。終究但願正本清源還原新聞自由的核心概念，並掌握新聞自由概念在不同憲政體制下的相對內涵及詮釋彈性，以供國內爭議攻錯。
    Once a medium is rebuked due to violation of professional journalist doctrines, it always brings up the freedom of the press as shield for argument. People of various standpoints tend to interpret the freedom of the press differently, according to one』s advantages or disadvantages. Thus the meaning of press freedom became more and more confusing and debates of media doctrines hence out of focus. Even rival parties would save no effort and time to start lawsuit, they would not obey judicial sentences owing to different obsessions with their own ideologies. The core problems involving the meanings and the boundaries of the freedom of the press have regrettably never been solved, not to mention the definition of the freedom itself, the people who are obliged to follow and the people that it fights against, nor the effectiveness of its regulation and the foundation of its own rightfulness. This project is proposed to thoroughly overview the related English and American materials and documents, with the help of their economic-social perspectives, to study the origin and the forming process of the press and to clarify the problems mentioned above. It also plans to confront the history of the interchange of the academic trends and terms between Japan and China, and between Japan and Taiwan, in order to see if the concept of the freedom of the press has been misunderstood. This research is designated to give back the freedom of the press the identity it deserves. It wishes to present its various faces under different constitutional systems for the benefits of the doubt.
