    Abstract: 漁民投保資格關係到漁民勞保給付的權益,而其認定則受到漁業工作特性的影響。因此,如何建立一客觀認定標準,有其重要性。此外,勞工保險條例有關「四人以下事業單位員工強制加保」的修法草案目前正在研擬中,一旦通過,對於漁業經營勢必產生影響。據此,本研究將透過文獻探討與實地訪談等方法,瞭解漁民的投保資格問題,以及「四人以下事業單位員工強制加保」對於漁業經營的影響,進而建立認定標準與提出政策建議。
    Coverage of labor insurance is of great importance to labor insurance benefits for fishermen, and its verification is further determined by the characteristics of fishing work.?Therefore, it is significant to set up an appropriate verification standards.?In addition, workers employed by a company with less than five employees are at present not compulsorily insured through the company.?If the amendment of Labor Insurance Law passes and workers employed by a company with less than five employees are required to insure through the company, the operation of companies with less than five employees would be influenced.?Accordingly, this research will apply such approaches as literature review and in-field interview to explore those issues concerning fishermen’s insurance coverage and also the impact of amendment of Labor Insurance Law, and further complete the goal of setting up an appropriate and acceptable verifying standards and proposing policy suggestions.
