    摘要: The development of multilateral diplomacy in Asia Pacific has been facilitated
    by the end of Cold War in the early 1990s, the financial crises in 1997-1998, and 911
    terrorist attacks in 2001. The sustainability of Asia Pacific multilateral diplomacy
    depends on its three features: non-biding forum, ongoing process, and implicit
    contract. International theorists can only partially explain the dynamism of Asia
    Pacific multilateral diplomacy. In security domain, this study introduces two regional
    parameters for projecting the formation of Asia Pacific security multilateralism: the
    disparities of sub-regional security concepts, and the economic-driven regional
    security interdependence. The main observation object of the first parameter is the
    role of ASEAN in Asia Pacific multilateral mechanisms. As for the second parameter,
    the regional policies of powers are the key analytical elements.
    亞太多邊外交機制經冷戰結束、金融風暴、及911 事件之後，有明顯增加之
    趨勢，主要運作特質包括「多邊論壇」、「進程建構」、及「隱性契約」，國際
    關係理論僅能部份解釋亞太多邊外交的形成與運作。就安全議題而言，對「亞太
    多邊安全主義」的蘊釀與預期之研究，本案提出兩大區域安全特質為研究參數，
    並提出兩大憶測(conjectures)做為未來觀察基礎：(一)、當次區域安全概念差異性
    縮小時，亞太多邊安全主義會趨向成熟；(二)、當經濟互賴所衍生的區域安全互
    賴性加深時，亞太多邊主義會趨向成熟。前者主要觀察指標是東協在多邊機制中
    所扮演的角色；後者主要觀察指標則是強權的區域政策。
