    Abstract: 在都市化過程中,隨著經濟快速成長,環境問題卻亦隨之而來,使得都市整體環境更加惡化。有鑑於此,近年提出「永續都市」的概念;此概念是社經利益與環境利害和能源之間關係的調和。在現今經濟發展的社會。有強永續及弱永續兩個論點,由於都市的發展為人口及產業的聚集,同時必須確保都市內周遭環境資產不會被犧牲,因此,都市發展偏向弱永續式的發展型態,亦即自然資源與人為資本於某種程度上是可以替代,但如何替代才是永續,則需進一步思考。觀察過去對於永續發展評估方式,大都是以環境面向來考量。而過去探討都市效率發展研究中,大都由經濟面向加以考量,較少從效率面觀察都市發展中經濟發展產出與環境衝擊間消長關係。1990年代世界企業永續發展委員會(WBCSD)提出生態經濟效率(Eco-efficiency)概念,在此概念下將經濟發展與環境品質兩者同時考量,期望在提高經濟生產效益的同時能兼顧環境品質,具有整合經濟成長和資源消耗關係的評估方式。因此,本研究將利用資料包絡分析(Data Envelopment Analysis)作為研究都市相關經濟產出和所可能產生的環境影響進行探討,將經濟發展與環境指標等投入及產出變數納入分析計算效率值;近一步再輔以迴歸分析進一步分析各都市發展之變數探討影響各行政區之效率值之因素,計算都會區中生態經濟效率值及分析差異性原因,以供未來作為日後都市土地規劃相關政策以檢視都市是否朝向永續性發展的參考及建議。
    After urbanization, the quality of the environment was decaying. The “sustainable city" has been proposed to overcome this problem. The concept of sustainable city is compromising the economic development and environment quality. Therefore, there are two different views – strong sustainable and weak sustainable. The main difference of these two views is that strong sustainable rejects the substitute between man-made capital and natural capital, while weak sustainable accepts this substitution. Urban is the concentration of population and industries, therefore weak sustainable can be applied in the urban areas. But how can man-made capital and natural capital substitute each other? We should scarify the least environmental to create the most economic development. In 1990 World Business Council for Sustainable Development (WBCSD) proposed the eco-efficiency concept to evaluate the economic development and environment quality. After that the eco-efficiency has been applied in many aspects such as the manufacture industry, agriculture industry, housing, etc, but this is seldom apply in the urban area. Therefore, the eco-efficiency will be applied in this research to discuss the metropolitan development in Taiwan, then to find out the factors which influence the eco-efficiency in different townships. Finally, the policy of sustainable city development will be proposed.
