    Abstract: 本研究試圖回顧教育部2011年公布受補助五年五百億頂尖大學的組織規程,並從中彙整出各校各級會議的相關規定,針對政大目前各級會議組織的現況進行檢視,配合行政會議成員的問卷調查與焦點團體訪談,提出目前所遭遇到的困境並提出具體建議,冀望能對於政治大學日後各級會議組織與功能調整以及效率的提升有所裨益。 研究發現本校各級會議目前存在五個問題,即討論議題過於廣泛、會議參與人員的組成需調整、缺乏行政效率、會議的控管(審議事項劃分不明與議程掌握不恰當)以及教務、學務與總務會議代表組成等問題。至於如何解決上述問題,筆者建議若行政會議人數不調降,則一方面行政會議可設立程序委員會來篩選議題,以控管議程。另一方面建議調降行政會議召開次數為每學期一次,但在行政會議下設「學術主管會報」及「行政主管會報」,於行政會議未開會期間處理各項有關事項。至於教務、學務和總務會議組成人員等方面亦做適當調整,以兼顧民主與效率、菁英領導與校園參與,以及流程精簡與擴大審議的功能。

    Description: This study attempts to review organizational charters of Top Universities which are granted five-year NT $ 50 Billion in 2011 by the Ministry of Education, and collect the relevant provisions at all levels throughout the school meetings. We put emphasis on the current situation of the meetings for the National Chengchi University, with the questionnaires survey of the members of the administrative meeting and focus group interview. Moreover, we propose the present difficulties encountered, and make specific recommendations, hoping to adjust organization and function of the meetings and to benefit the efficiency of them for the National Chengchi University.

    This research finds that there are currently five obstacles of the meeting: Discussing topics too broad, adjusting the participants of the meeting, lacking of administrative efficiency, controlling the process of meetings, for example a blur of issues, inappropriate agenda, and the question of representation in the Student, Academic and General meetings. As for solving these problems, the author proposes two programs: if we do not reduce the number of administrative meeting, we can establish the procedural Committee to select issues. Another method is that we can decrease the number of administrative meeting to once each semester. In addition, establishing the “academic director presentation” and “administrative director presentation” under the administrative meetings, we can deal with all things at the period of administrative meeting. Moreover, we adjust members of academic affairs meeting, student affairs meeting and general affairs meeting in order to exercise both democracy and efficiency, elite leadership, campus’ member involvement, streamlining process, and expanding the functions
