Title:	民眾導向的大陸政策與教育推廣研究

Abstract:	本研究提出「兩岸事務推廣教學」為核心的計畫，將文宣策略由過去「被動」的廓清與釋疑，到現在以「主動」之溝通與說明，並且透過全台社區大學系統，深入一般「精英」媒體所難以深入的層面，透過平等公開的對談，觀察參與使民眾能否瞭解台灣的大陸政策，以利未來政府兩岸政策之規劃與推廣，研究預期目標包括： 1.幫助政府掌握民間各階層兩岸問題的看法與立場，並釐清其背後的原因及其可能變化的方向，有助政府未來的兩岸決策。 2.增加民眾對兩岸事務的瞭解，使其能擁有多元的資訊來源，並對政府大陸政策理念與內容有基本的理解。尤其希望由過去比較偏向「被動」的釋疑，改以更為「主動」的溝通與說明，防止民間因資訊缺乏而無所適從，或為特定政治人物或媒體所操縱。 3.運用教育管道收凝聚民心、整合社會資源力量，避免政策執行上不必要的阻力與質疑，共同營造更有利於台灣之經濟環境。 4.破除精英議論的藩籬，擴大一般百姓的參與，以落實決策民主化的兩岸政策決策模式，使政策為全民所共有，進而使全民共享利益。
