    摘要: 俄羅斯族占俄國總人口八一‧五％，但其採用地方行政區與共和國行政區並存行政制度，反而凸顯少數民族的地位，有貶抑俄羅斯族之嫌。歷史上俄族形成非全賴血緣遺傳，而係與外族不斷融合同化結果。俄族之民族思想亦與他族大相逕庭，民族個性稍嫌消極和矛盾；但同時具有宗教與政治上的擴張傾向。蘇聯解體後，俄族面臨連串問題，版圖縮減、人口老化增長緩慢、思想真空和民族意識亟待加強，且須容忍少數民族的挑戰。俄羅斯聯邦不僅須謹慎理國內民族問題，且須應付鄰近國家對原居俄族的排斥問題。
