    Abstract:   商業團體不僅是政府與民間的溝通管道,也是政府政策的執行單位。隨著經濟的發展,特別是進入WTO後,面臨強大競爭壓力之際,為了讓台灣的商業團體仍然繼續保持競爭能力,政府必須建構一套適合台灣的企業團體的管理策略。
      本研究旨在為商業團體探討一有效的策略管理,俾供商業團體及主政者之參考。首先以第三型態,複數分析單位,單一個案設計理論,從臺北市遴選了六個具有代表性的團體做為研究個案,然後透過文件分析法、參與觀察法、深入訪談法,研究商業團體的管理策略。由SWOT研究結果顯示,商業團體的優勢-善於運用組織優勢建立專業服務;劣勢-商業團體管理者較缺乏經營管理的理念;機會-創造附加價值與將服務的範圍擴展到國際;威脅-替代性增高與獨特性消失。由五力分析結果顯示,商業團體中來自加新加入者的威脅與供應商的議價能力影響最大,現有競爭者對立態勢與購買者的議價能力次之,而來自替代品的威脅相當弱。
      後續研究者可以探討不同地域的組織與其採行策略管理,歸納出更一般化的策略原則;或透過由公會、業者、專家及學者之焦點座談,以突顯管理上的實際問題;或運用更多不同的策略分析方法,以提高研究之週延性。
      Commercial associations are able to function not only as a communication channel between the government and civil societies, but also as an element to execute the government policy. To maintain the competition capability in the extremely competitive world, especially after joining the WTO, it is the government`s indispensable responsibility to determine a proper strategic management for the commercial sectors in Taiwan.
      An effective strategic management for the commercial sectors and the government is investigated in this thesis. By using the third type, multiple-party analysis and single-case-study design theory, six qualified participants are selected from in Taipei, and the strategic management is then developed according to documentary study, participated observation, and individual in-depth interviews processes. From the result of the SWOT analysis, we found that: Superiority- their capability of employing their advantages to build their professional services; Weakness- some of the persons responsible for management have insufficient management knowledge; Opportunity- to create value-added services and to extend their services to international; Threat- the highly substitutive and the decreasing uniqueness of their services. From the five-force model analysis, we observed that the most significant threat is from “ threat of entry” and bargaining power of supplier”; the secondary threat is from “ intensity of rivalry among existing competitors” and “bargaining power of buyer”; the less significant threat is from “threat of the substitute products”.
      Future research is recommended to perform the research for the commercial associations in national-wide basis to facilitate a more extensive solution; to perform a panel discussion by the associations, members of associations, experts and scholars in order to reflect the practical problems; to employ more methods of the strategic analysis to enhance the comprehensiveness of the research result.
