    Abstract: 老吾老以及人之老........ 人在老年時期所必需面對的問題是什麼?老年人口在面對退休以及生理上的老化,使得老年人口不僅失去主要經濟來源,更因為年老生理機能退化,更需要醫療費用的開銷,故老年時期需要面對的問題是經濟問題(蕭麗卿,1994)。再者,現今高度都市發展的社會中,由於家庭結構改變、個人教育程度差異等影響,傳統三代同堂的大家庭制度開始瓦解。根據學者對於老人居住安排的研究發現,如果老人的平均教育程度提高為初中,老人獨居比例將提高3%到10%(陳肇男,1999)。此外,社經地位較高的人與子女同居的比例反而比較低(羅紀瓊,1987)。這也似乎透露著一個訊息,隨著現今社會現代化、教育水準的提昇以及人們想擁有生活上的高度自主性的影響,未來老人獨居或僅與配偶同住的居住型態可能比例會增加,因此,未來的老人住宅需求也可能隨之改變,不再以傳統三代同堂為主,而且社會越進步,應有更多類型的老人住宅來滿足老年人各種不同的生理以及心理需求。今日,我國已邁入聯合國所定義的「高齡化人口社會」之第七個年頭了!面對高齡化的來臨,對於老人的照顧,不應只是提供其基本居住功能而已,如何來建構一個適合老人居住、安養的環境更是重要。因此,本研究透過老人住宅商品的營運流程,參照國外持續性照顧退休社區(Continue Care Retirement Community , CCRC)的構想,結合財務分析、估價、風險評估的計算與模擬,試圖作為建商營運老人住宅商品初步構想之規劃。進而結合保險理念,設計與規劃老人年金屋之合理保費與費率。提供國內有意開發、營運老人住宅產品的機構、建商或消費者的參考,以營造一個適合老人生活的多元性環境。因此,本研究欲透過市場供需對國內老人住宅為以下之分析與探討:(一)針對國內老人住宅個案「潤福」大台北華城之營運與風險與財務分析,作為最基本的的老人住宅產品的財務計算,建立財務評價與財務模式,並以此模型作為最基本老人住宅商品之營運型態。使有意從事老人住宅之開發商對於老人住宅之營運有基本之概念與簡單財務分析以及一些老人住宅產品本身基本的管理方式。(二)就國內整個老人住宅供給與需求情形,探討國內整體老人住宅市場的潛在問題與有待改進之處。並透過問卷設計,以建商為對象,以瞭解建商建商對於老人住宅開發所面臨的問題。(三)就國內老人住宅的整體交易體制,透過保險機制以及財務試算的操作,並參酌國外老人年金屋保險精算方式,解決國內老人住宅所衍生之問題。
    Our study will focus on supply and demand side of seniors housing. Our purposes on this study will be as follows: (1) What the Problems of Housing the Elderly in Taiwan? View the whole chart of the aged housing market, to classify the type of aged of housing in Taiwan to more understanding the housing system of the demand and supply side from Elderly. The aged could have the different choices to change the housing status. What aged people change from the ownership to three-generation-living, living alone and the rental, it needs to be studied. (2) Linking the system of U.S, CCRC or the (3) Using the financial technique analysis the developing elderly housing, and apply the case study with the risk analysis, to verify the possibility of establishing the system of older people housing market.
