Abstract:	本研究主題涵蓋：探討貧窮概念與貧窮線之設定方式，以及現行貧窮線界定之內涵與面臨之問題。探討現行與貧窮線界定相關之社會福利政策措施與整併研究。從致貧因素切入探討貧窮線界定與社會福利政策相關措施之優缺點與困難。貧窮線界定與地方政府低收入戶財政收支面之財務模擬分析。　　預期目標為：藉由貧窮概念與貧窮線界定之探討，試圖為現行貧窮線界定面臨之問題尋求初步的解方；將目前與貧窮線界定相關之社會福利政策措施予以整合，降低現階段低收入戶福利疊床架屋所造成的資源不效率，落實社會救助政策的美意；擬藉由財務面的推估試算，瞭解貧窮線界定對政府財政面的衝擊，在地方財政適足前提下，規劃未來貧窮線界定的修改方向與建議。
