    Abstract: 俄國十月革命後,蘇聯曾兩次發表對華宣言,表示願放棄在華舊約特權。但在建交談判時,加拉罕堅持必須談判新約取代舊約。最後雙方妥協成先議定解決懸案大綱,建交後再開正式會議“, 在會議中”具體解決懸案。然而,應在一個月內召開、六個月內完成的會議,卻遷延了一年三個月才勉強開幕,陸續召開之各分委員會,也因雙方認知差距過大,無法達成共識,到1926 年夏已大體停頓。迨張作霖搜查北京蘇聯大使館,中蘇外交關係實質斷絕“, 中俄會議”隨之告終,未能獲致任何具體成果。因此,蘇聯放棄在華特權之承諾,並未落實。
