    Abstract: 金融結合是近年大多數國家金融產業的發展趨勢。結合後將會改變金融市場的結構與競爭,進而影響金融機構的績效及整體經濟利益。儘管目前多數國家鼓勵金融結合,但也有國家反對金融結合。台灣政府是否應鼓勵金融合併,或制定反托拉斯法(antitrust law)限制金融結合,需視結合後會有較大的正面益處或負面傷害。然而,學術界對於上述的益處或傷害並沒有確切的衡量方式,而本計劃將彙整歐美國家的經驗及相關指標規範,提供確切的指標及分析。本計劃將從兩個層次探討金融結合的影響。第一個是從個體面進行分析,我們將首先探討金融結合對個別金融機構財務指標、效率生產力、及國際控管的影響,其中,金融機構財務指標、效率生產力、及國際控管可以CAMEL作為衡量指標,包括資本適足性、資產品質、管理能力、獲利能力、流動性。若合併後能提升CAMEL,則合併有利於個別金融機構,反之則不利。其次,我們將探討結合對金融產業的影響。第二個是從總體面進行分析,我們將探討結合對市場結構及競爭程度的影響,再判斷結構與競爭對整體經濟的影響,包括經濟成長、國民所得、銀行危機、規模(範疇)經濟、多角化等的影響。最後,我們將依照得到的結果,對未來法制興革提出建議。 Taiwan antitrust law decides to refute or to accept the application of financial M&As, based on the benefits and harms of the activities. However, there are no clear operational definitions for the benefits and harms. The purpose of this project provides the operational definitions of benefits and harms. Also, we use the definitions to USA, European countries, Japan and Australia.We use two approaches to study the issue. The first one is micro view. We study whether M&A enhances the CAMEL (Capital, Asset, Management, Earnings and Liquidity) of a bank. If it increase it, then the activities are beneficial. Also, we study whether M&A helps to increase soundness and safeness of the bank industry.The second one is macro view. We first study how M&As affect market structure and then we study how the market structures affect economic performance. We define the market structure in two directions. The first direction is related to the degree of concentration, which includes HHI (Herfindahl-Hisrschman index) and CR3 (concentration ratio of the largest three banks). The second direction is based on the PR-H (Panzar and Rosses H index). Our economic performance contains economic growth rate, GDP per capita and banking crisis.
