    Abstract: 臺灣政府部門文官是採封閉性任用為主,少與其他部門之間有人力交流。面對著政府治理環境的專業化和複雜化,如果可以更彈性借用其他部門人力,以及讓文官有機會到其他部門去學習,都揪有助於政府治理的能力。本研究主要就是討論如何設計適當的多元管道,供政府部門和民間部門有人力交流的機制。其中,日本制度是主要的比較對象。
