Abstract:	報業制度係政治制度之一環，當社會政治制度變更時，報業製度亦隨之變更。人性問題、社會與國家的性質、個人與國家的關係、知識與真理的特質是報業哲學的核心問題。本文從歷史學、哲學與政治學的視角，分析了世界範圍內各種不同的報業理論和報業製度。對於中國，在其政治制度下，有望探索出自己的報業製度而成為世界的典範，為人類謀幸福。 The Law of Press is one part of the general political and social systems and it will be changed when the society is changed. The human nature, the relation between individual and nation, the nature of knowledge and truth are key issues of the philosophy of the press. This paper analyzes various theories about the press and its laws or systems in the world from historical, philosophical and political perspectives. Under its political and social systems, China has the opportunity to find its new way to be the model of the world and create the fortune for human being.
