    Abstract: 一九九○年代後期,以集中資源發展高科技,與歐美競爭的跨越式發展理論獲得決策階層背書,成為二十一世紀大陸經濟發展的主軸之後,大陸的人力資源發展和高等教育同步走向菁英模式。一九九八年五月,前中共中央總書記江澤民於北大百週年校慶提出建設世界一流大學的願景,將大陸的高等教育發展帶入了卓越之旅。特定的幾所大學,在國家政策的引導與媒體的配合宣導之下,競相以歐美,尤其是美國著名研究型大學發展之經驗,推動各種改革,向研究型大學轉型。本文分析指出,這些於一九五○年代初即名列為重點大學,能從現今近百所重點大學之中脫穎而出,主要歸之於一九八○年代以來的菁英發展模式,以及國家政策之貫徹。展望二十一世紀,這些大學欲擠入世界高等教育市場,與歐美大學競爭,所面對的最大挑戰是如何將此一「由上而下」、基層為主的改革模式逐漸導向「民主的」、「市場競爭」的模式,以獲取更寬廣的學術空間,以建立自我的特色。
    In a May 1999 speech at Peking University, Jiang Zemin brought forth a vision "to build several first-rate universities at a world-class advanced level." Shortly after, the selected 9 universities, led by Peking University and Qinghua University, each obtained special funds for the drive to join the ranks of the world`s best. Over the past several years, these universities, along with other newly selected ones, have been using the Western-especially American elite research universities-as the model for their transformation. The paper points out, notwithstanding various remarkable reforms and academic advancement, many institutional barriers still remain. The universities are still at the early stage of their transformation. Their biggest challenge in the 21st century is how to build up a fair competition mechanism, and above all, how to garner more academic freedom and create their own identity under a strong state-controlled educational system.
