    Abstract: 自一九七九年起,大陸開始經濟改革;而我方也於一九八七年開放交流。大陸內部的經濟改革持續深化,我方也由於經貿活動的升高,欲提升技術、加快產業的升級,而關鍵則在科技。由於兩岸科技發展的政策不同,形成了互補互利的形式。大陸的基礎科學及國防科技的研究人才眾多,我方則資金相對充足、熟悉世界市場的變化、量產能力較較佳,此乃成為兩岸科技交流日益熱絡的主因。十年來的科技交流,在各個領域,如資訊、物理、化學、海洋、石油、環保、航太等等行業上,都有不同程度的交流與合作。但是,交流其間仍產生了不少困難與障礙,如在複雜性、選擇性、侷限產、爭議性上都有可考量的空間,也仍須要雙方不斷地努力,才能克服。短期內,應從增加兩岸科技資訊及人才交流著手,進而利用台灣所提供的資金及量產能力來協助大陸進行研發工作;長期而言,則要就各自發展所需,共同擬訂科技交流計畫與協議,以建立與整合交流的管道。
    After mainland China introduced economic reforms in 1979, Taiwan permitted exchanges across the Taiwan Strait in 1987. Mainland China has continued to promote economic reforms, while Taiwan has tried to realize technological improvements in order to accelerate the upgrading of industries. Since the two sides have different policies for technological development, a complementary and mutually beneficial pattern in the realm of technological exchanges has gradually been formed. Mainland China has a large number of researchers specializing in basic sciences and defense technology, while Taiwan`s strong points are the possession of relatively sufficient funds, familiarity with changes in world markets, and better mass production capability. These are the main factors accounting for the increase in cross-strait technological exchanges. Over the past ten years, technological exchanges and cooperation have taken place in various spheres, including information, physics, chemistry, oceanography, and the petroleum, environmental protection, and aerospace industries. However, continual efforts by both sides will be needed to overcome the many difficulties that have arisen in the course of exchanges. In the short run, the two sides should first work to expand the exchanges of technological information and personnel, and then use funds and mass production capabilities provided by Taiwan to help mainland China with research and development. In the long run, the two sides should, in accordance with their respective needs, jointly draft plans and agreements regarding technological exchanges so as to establish regular exchange channels.
