    Abstract: 隨著日本社會的成熟,形成了祇注重自己生活品質的風氣,使得官僚與公務員為民公僕的使命感日漸薄弱,加上經濟景氣衰退一直不見好轉,結果不僅利益代表色彩濃厚的議員,極力為業界利益而從事政治活動;就連站在行使國家權力最前線的警察,以及屬於重要公務機構大藏省、厚生省、建設省內部都發生一連串違法事件。本文試就日本最近接連發生的公務人員違法事件,檢討其發生之因素,並討論有關儘速建立國家公務員倫理法等防堵日本瀆職事件的方法,期望可作為台灣處理瀆職貪污事件之參考。
    The trend in the Japanese society to emphasize only the quality of life hasweakened the belief among government officials that serving the people is a sacred mission. As economic recession continues to prevail, not only do parliamentarians who represent various interest groups try their utmost to promote the interests of various industries through political maneuvering but a series of corruption cases have also been found among policemen as well as among the officials of important central administrative organs, including the ministry of Finance, the Ministry of Health and Welfare, and the Ministry of Construction. This paper explores the reasons behind the violation of law by Japanese civil servants and discusses anti-corruption methods, including the possible institution of the Civil Servant Ethics Law. The author hopes that this study may be of value regarding Taiwan’s handling of corruption by civil servants.
