    摘要: 二○○一年十二月六日,號稱中國大陸最大廣播影視集團的「中國廣播影視集團」正式成立,該集團不只整合了中央電視台,中央人民廣播電台、以及中國國際廣播電台,還納進許多中央級的廣播影視機構,固定資本超過兩百億人民幣。既然集團化的實踐早已自發性的存在,為何大陸當局必須透過公共政策,以正式文件來加速推動?本文首先將以政治經濟學分析是什麼因素,促成集團化政策此一公共政策的出現;其次分析集團化政策的限制。 On 6th Dec 2001, the biggest broadcasting media group in MainlandChina was formed. The group consists of China Central Television (CCTV), Central People’s Broadcasting Station (CPBS), China RadioInternational (CRI), and a lot of central-level media corporations. Theformation of the group was seen as the outcome of related public policies.The essay discusses that why China authority try to enhance the formation of media groups by public policies. By political economic analysis, the essay figures out the true motives of China authority are both political and economic. Because of these motives, the effect of these policies was very limited.
