    Abstract: 本文主旨在於探討加拿大追求永續發展的途徑,及其對台灣的啟示。本文首先探討加拿大永續發展概念的建立。本文的第二部分探討國家機構與商業界針對永續發展議題的互動。做者首先分析業界在永續發展決策過程的角色,接著探討加拿大的自願參與機制,以及以市場功能達成永續發展目標的作法。本文的第三部分分析國家、社會大眾、以及非政府組織採取得策略,以及各種國家與社會互動的管道。本文的第四部分探討加拿大經濟對台灣的啟示。作者分析幾項台灣應正視的課題:永續發展共識機制的建立、加強監事功能與公有部門的永續發展政策、促進公眾參與及公眾永續發展意識、以及結合永續發展與市場商機。本文結論指出,台灣面對新世的挑戰,如何重新認識「永續發展」的概念,並將此一概念透過社會化的過程深植人心,強化由下而上的「需求面」改革,實為當務之急。
    The purpose of this paper is to analyze the Canadian approaches to sustainable development and explore implications of such politics for Taiwan. This paper first explores the concept-building process of sustainable development in Canada. The second part of the paper discussed the interaction between the state and the business community on sustainable development. The third part of the paper delves into the interactive process that occurs among the state, the general public, and non-governmental organizations (NGOs) on issues related to environmental protection and sustainable development. The fourth part of the paper discusses implications of the Canadian experiences for Taiwan. The author indicates major methods for Taiwan to improve strategies of sustainable development: enhancing institution capacity, strengthening monitoring processes, improving performance in public sectors, increasing public participation, and adopting market incentives to achieve sustainable development. Finally, the author concludes that a new Taiwan endeavoring to attain sustainable development will contribute to future generations of both people on Taiwan as well the global village as a whole.
