    Abstract: 印尼位於印度洋與太平洋之間,人口及面積均居東南亞國家協會(東協)首位,且人口排名世界第四。自1945年獨立建國以來,印尼逐步發展成具備一定經濟實力與政治影響力的國家,在東南亞區域內更扮演領袖角色,許多學者將其視為國際體系中的中等強權(Middle Power)。印尼總統佐科威於競選期間提出「全球海洋支點」(Global Maritime Fulcrum)政策,並將其納入國家發展計畫主軸,反映出印尼從陸地發展轉向海洋的國家戰略,試圖發揮其介於世界兩大洋之間的地理優勢,在印太地區尋求最大戰略利益。本論文從中等強國外交策略角度切入,聚焦探討佐科威「全球海洋支點」政策的政策意涵與實踐內容,特別關注印尼作為中等強國角色對該政策推動的影響。首先,本文檢視印尼作為中等強權的國際地位,建立本文之分析架構;其次,詳細分析「全球海洋支點」政策的核心內容;最後,結合中等強權理論架構,探討該角色如何形塑印尼的海洋戰略與外交政策。研究發現,印尼佐科威的「全球海洋支點」政策內容,符合中等強權在體系內會採取的外交手段,包含多邊主義、利基外交、調停者角色等,同時亦彰顯出印尼自身對於中等強權身份的認同。本文結論指出,理解印尼作為中等強國的外交策略,有助於全面掌握其全球海洋支點政策的脈絡,並對未來印尼外交政策研究提供參考。
