| Abstract: | 臺北市華山大草原遊戲場為臺灣以打造實驗性遊戲場為目標的遊戲場改造運動中著名案例，著重於使用者參與跟賦權的落實。本研究以華山大草原遊戲場為個案，參考既有協力創新相關研究文獻，採取深度訪談跟次級文獻分析法，旨在探討多元行動者如何透過協力機制推動公共創新。本論文透過分析華山大草原遊戲場推動的起始條件、互動過程和創新成果，試圖說明在公共遊戲場改造運動中多元行動者參與的情況、互動過程跟創造的成果。研究結果發現，華山大草原遊戲場的推動有賴前期陳抗經驗與社會支持，而協力過程中，行動者間的高度共識、開放態度和共學為驅動的關鍵因素，障礙則包含意見分歧、經費不足等。華山案例之後，作為使用者（主要是兒童及家長）參與平台的工作坊被納入標案的參與機制，亦帶動遊戲場改造風潮。至於協力創新能否在公部門內持續發展，高層支持與人員流動是關鍵，且協力過程中隨著行動者的專業能力提升，角色也有所轉變。
Taipei’s Huashan Prairie Playground is a well-known case in Taiwan’s movement to transform playgrounds with an experimental approach, emphasizing user participation and empowerment. This study examines the Huashan Prairie Playground as a case study, drawing on existing literature on collaborative innovation and employing in-depth interviews and secondary document analysis. The research explores how diverse actors drive public innovation through collaborative mechanisms.By analyzing the starting conditions, collaborative processes, and innovation outputs of the Huashan Prairie Playground initiative, this thesis seeks to illustrate the involvement of multiple stakeholders, their interactions, and the results they produce in the playground transformation movement. The findings indicate that the success of the Huashan Prairie Playground was supported by prior protest experiences and social backing. Throughout the collaboration process, key driving factors included strong consensus among stakeholders, openness, and shared learning. However, challenges such as differing opinions and financial constraints also emerged.
Following the Huashan case, workshops serving as participation platforms for users (primarily children and parents) were incorporated into government tendering processes, further influencing the trend of playground transformation. Regarding the sustainability of collaborative innovation within the public sector, leadership support and staff turnover are critical factors. Additionally, as stakeholders’ professional capacities grow through collaboration, their roles evolve. |
