As one of the most important political philosophers in nineteenth-century Britain, John Stuart Mill’s thought has been widely explored over the past century. However, under the influential interpretation of University of Chicago Professor Jennifer Pitts, Mill has come to be regarded as a representative figure of nineteenth-century imperial liberalism. This dissertation seeks to engage in a dialogue with Pitts’ scholarship and, through an examination of Mill’s theory of civilization, reinterpret and reconstruct the full scope of his thought. This study argues that Mill was not a thinker who rigidly distinguished between civilization and barbarism. On the contrary, by revising Bentham’s theory, he developed a more nuanced analysis of these concepts. For Mill, human social development was not simply a linear progression without regression. What concerned him more was the stagnation of civilization, which could ultimately lead to the spread of barbaric thinking. In Mill’s view, civilization and barbarism were never part of a binary developmental process; the inner forces of barbarism always existed within human society. Therefore, the core concern of Mill’s theory of civilization lies in how to suppress the inherent tendencies toward barbarism through the cultivation of universal character. Through this study, we can gain a deeper understanding of John Stuart Mill’s political thought while also responding to Jennifer Pitts’ interpretation of his work. |
