    摘要: 本研究旨在探討建設建議事項是否有助於現任市議員提升得票率與當選機率。過去有關資源分配的研究主要以分配策略為主，然而，相關文獻對於分配行為本身的選舉效果卻相對有限。本文以第十一屆至第十三屆競選連任之臺北市議員所提建設建議事項為例，分析資源分配對於其選舉結果的影響。
    首先，從建設建議事項與得票率之散布圖觀察，並未如預期呈現建設金額或數量愈高，得票率愈高的明顯趨勢；而建設建議事項與當選與否之散布圖則呈現出由左下往右上的迴歸線，顯示兩者之間呈現正相關。其次，本文透過線性迴歸模型以及二元勝算對數模型進行實證分析，結果顯示建設建議事項對於得票率具有正向影響，但是效果有限；但在當選機率方面，則呈現更為顯著的正向效果，反映資源分配行為確實具有選舉效應。
    綜上所述，本文證實市議員所提建設建議事項對於其連任機率具有顯著效果，透過實證分析進一步釐清建設建議事項在地方選舉中的效果，補足分配政治研究中對於選舉效果探討之不足。
    This study aims to examine whether local infrastructure expenditures proposed by city councilors increase their vote share and likelihood of reelection. Previous studies on Taiwan’s distributive politics have primarily focused on strategies of allocation. However, the effect of distributive politics is understudied. Using the local infrastructure expenditures proposed by incumbent Taipei City councilors running for reelection during the 11th to 13th terms as a case study, this paper tries to fill this gap.
    The research finds that, first, scatter plots of local infrastructure expenditures and vote share reveal no clear pattern, indicating that either a higher total amount or a greater number of local infrastructure expenditures is associated with a higher vote share. In contrast, scatter plots of local infrastructure expenditures and election outcomes display a regression line rising from the bottom left to the top right, suggesting a positive correlation. Second, this study uses linear regression models and binary logit models to estimate the effect of local infrastructure expenditures. The results show that while local infrastructure expenditures have a positive effect on vote share, the impact is limited. In contrast, their effect on the likelihood of reelection is statistically significant, indicating that distributive actions indeed have electoral effects.
    In conclusion, this study confirms that local infrastructure expenditures proposed by city councilors boost their chances of reelection. Through empirical analysis, it further clarifies the electoral effects of infrastructure expenditures in local elections and makes contribution to distributive politics literature regarding electoral outcomes.
