    Abstract: 本研究聚焦於探討全球矽智財(Silicon IP)領導企業Arm Holdings,在生成式人工智慧(AI)技術快速崛起的背景下,如何透過策略調整以維持其競爭優勢。本文採用波特五力分析與動態競爭理論,從產業結構與企業內部資源整合雙重視角,深入解析Arm的市場地位變化與策略應對。研究結果指出,儘管Arm於行動裝置市場中憑藉技術領先與生態系統優勢建立了穩固基礎,但面對資料中心、邊緣運算等新興AI應用領域的轉型挑戰,其原有優勢需進行適應性調整與深化。特別是在開源指令集架構RISC-V的興起後,以及Intel與AMD在伺服器晶片市場的積極競逐,對Arm構成實質威脅。基於此,本文建議Arm應強化軟硬體協同設計能力,深化與主要雲端服務供應商及生態系夥伴的合作,並加速推動針對AI與HPC應用之架構創新,以鞏固其在全球運算基礎設施領域的戰略地位。
    This study investigates how Arm Holdings, a global leader in silicon intellectual property (Silicon IP), adapts its strategies to sustain competitive advantage amid the rapid rise of generative artificial intelligence (AI) technologies. Employing Porter’s Five Forces framework and Competitive Dynamic theory, the research explores Arm’s evolving market position from both an industry structure and internal resource integration perspective. The findings reveal that although Arm has established a solid foundation in the mobile device market through its technological leadership and ecosystem strength, the emergence of AI applications in data centers and edge computing presents new strategic challenges. In particular, the rise of the open-source RISC-V architecture and the intensified competition from Intel and AMD in the AI server chip market pose significant threats. This paper suggests that Arm should enhance its hardware-software co-design capabilities, deepen collaboration with major cloud service providers and ecosystem partners, and accelerate architectural innovation tailored for AI and high-performance computing (HPC) to reinforce its strategic position in the global computing infrastructure landscape.
