    Abstract: 本研究主要是探討台灣積體電路製造股份有限公司(TSMC)在地緣政治風險升高的背景下,如何透過資源基礎理論(Resource-Based View, RBV)與動態能力理論(Dynamic Capabilities, DC),制定與調整其跨國經營與供應鏈策略。近幾年美中科技戰升溫、新冠疫情衝擊全球供應鏈,以及俄烏戰爭導致的政治不確定性,均使半導體產業面臨前所未有的挑戰。作為全球市佔率超過六成的晶圓代工龍頭企業,台積電的營運穩定性不僅關乎其企業永續,更對全球科技供應鏈與經濟安全具有關鍵影響。
    本研究採單一個案研究法,分析 2018 年至 2025 年間台積電所面對的地緣政治挑戰及其應對策略,研究資料主要來自企業年報、政策文件、新聞報導與學術文獻等公開次級資料。研究從 RBV 與 DC 理論出發,探討台積電如何結合其核心資源(如先進製程技術、工程研發人才、資本投資能力)與動態能力(感知外部變化、掌握市場機會、轉化組織與供應鏈結構),進行有效的策略調整與資源重組。
    研究結果指出,台積電有效運用其內部資源與動態能力,透過海外佈局多元化、與策略性利害關係人合作,以及對政策環境的高度敏感與回應,展現出高度的組織韌性與佈局靈活性。此一實證結果補充了資源基礎觀點與動態能力理論於高科技產業應對地緣風險的應用,也為風險管理與政策制定帶來不同層面的觀點。
