    Title: 台灣廢筆記型電腦循環經濟之挑戰與落實研究

    Abstract: 隨著全球電子產品快速汰換,電子廢棄物(e-waste)產量持續攀升,循環經濟逐漸成為重要永續議題。根據《Global E-waste Monitor 2024》報告,2022年全球電子廢棄物產量達6,200萬公噸,回收率僅為22.3%;台灣雖已建立回收制度,回收率約為31%,但筆記型電腦回收率相對偏低,反映制度落實與實務之間存在明顯落差,本研究聚焦於筆記型電腦的回收困境與循環經濟實踐挑戰,作為研究主軸。
    本研究採用半結構式訪談法,分兩階段訪談品牌商、回收處理業者與公協會代表,從制度設計與產業實務兩面向,探討企業在再生材料迴路建構、回收處理量能、資訊揭露與再生材料驗證等環節所遭遇的瓶頸與需求。研究發現,現行制度在再生材料驗證資源、回收通路資料整合與誘因機制設計方面仍有不足,且產業角色間缺乏協作平台與信任機制,限制循環經濟的實質落地。
    為此,本研究提出「筆電循環經濟發展藍圖」,從產品設計製造、使用、回收至處理四階段出發,提出兩大策略建議:一是建置再生材料資訊整合平台,提升材料流動透明度;二是擴大回收基金用途至技術升級與設備改善,創造再生誘因,強化制度可行性與執行彈性。研究成果可作為台灣優化政策設計與推動筆電產業循環轉型之實務路徑與政策參考。
    As the global turnover of electronic products accelerates, the volume of electronic waste (e-waste) continues to surge, making circular economy a pressing sustainability issue. According to the Global E-waste Monitor 2024, global e-waste reached 62 million metric tons in 2022, yet the recycling rate was only 22.3%. Although Taiwan has established a formal recycling system with a recycling rate of approximately 31%, the recovery rate for notebook computers remains relatively low, reflecting a significant gap between institutional implementation and industrial practice. This study centers on the challenges associated with recycling notebook computers and implementing circular economy principles within the industry.

    Adopting a two-phase semi-structured interview approach, this research gathered insights from brand manufacturers, recycling processors, and industry associations. It analyzes barriers and needs from both the regulatory design and industrial practice perspectives, focusing on closed-loop material cycles, recycling and processing capacity, information disclosure, and verification of secondary materials. The findings reveal critical shortcomings in verification mechanisms, data integration across recycling channels, and incentive structures, while also highlighting the absence of effective collaboration platforms and trust among industry actors—factors that hinder the practical realization of a circular economy.

    In response, the study proposes a Strategic Roadmap for Notebook Circularity, structured across four key phases: product design and manufacturing, usage, collection, and processing. It puts forward two core strategies: (1) establishing an integrated information platform for secondary materials to enhance transparency in material flows, and (2) expanding the use of the recycling fund to support technological upgrades and equipment improvements, thereby strengthening institutional feasibility and implementation flexibility. The results offer practical and policy-oriented guidance for advancing Taiwan’s circular economy agenda and facilitating the sustainable transformation of the notebook computer industry.
