摘要: | 新冠肺炎疫情是這一世紀以來最嚴重的全球危機,新冠病毒除了帶來生命與健康的威脅,更引發了經濟危機,使各國政府面臨艱難的挑戰,而地方政府處於危機管理的第一線,各區公所更是肩負執行防疫政策的重責大任,因此本研究主要目的為探討影響新北市○○區公所防疫政策執行力之因素及提出強化政策執行力之建議。
本研究採質性研究法,透過「文獻分析法」、「參與觀察法」及「內容分析法」三種方法蒐集國內、外書籍、期刊、學術論文等資料,取得探討防疫政策執行力之相關理論,並且將機關內部文件、報告、會議紀錄等資料,以自行設計之研究架構進行歸納分析研究,另外,以研究者本身工作環境進行參與觀察。
研究結果發現,新北市○○區公所在機關結構方面,擬訂執行防疫相關標準作業程序,執行權責分散化並完成各項防疫任務。在資源方面,雖然人員、經費、設備或有不足,但最終調度人力支援、勸募防疫基金及設置疫苗接種站等,以順利推行防疫工作。在組織間溝通方面,衛生福利部、新北市政府與新北市○○區公所之間垂直雙向溝通;區公所與上級機關、平行機關、民眾、資訊媒體之間溝通頻繁,以防堵疫情擴散,維護民眾健康與安全。在執行者意向方面,激勵誘因強化執行人員意向,而懲罰、制裁則督促執行人員意向,以達成防疫政策執行成果。
面對未來可能出現新興傳染病的挑戰,首先,本研究建議強化政策規劃品質並運用全局觀點評估決策後果;其次,中央與地方應建立疫情管理府際合作夥伴關係;再者,運用AI發展自動化檢疫系統並建立防疫數位治理機制;最後,提升執行人員素質並建立有效的執行機制,以迎向下一場未知的考驗。 The COVID-19 pandemic represents the most severe global crisis of this century. Beyond posing threats to life and health, the coronavirus has triggered widespread economic disruption, presenting formidable challenges for governments worldwide. Local governments stand on the front lines of crisis management, and district offices bear the critical responsibility of implementing epidemic prevention policies. Therefore, the primary purpose of this study is to explore the factors influencing the policy implementation capacity of the ○○ District Office in New Taipei City and to propose recommendations for strengthen policy execution.
This study adopts a qualitative research approach, employing document analysis, participant observation, and content analysis to collect data from both domestic and international sources, including books, journals, and academic papers. Relevant theories regarding policy implementation during the pandemic are examined. Internal agency documents, reports, and meeting records are systematically analyzed using a self-designed research framework. Additionally, the researcher conducts participant observation within their own professional setting.
The study finds that the ○○ District Office in New Taipei City, in terms of organizational structure, developed standard operating procedures for epidemic prevention, decentralized authority, and successfully completed various prevention tasks. In terms of resources, although there were limitations in personnel, funding, and equipment, the office ultimately managed to reallocate manpower, raise epidemic prevention funds, and establish vaccination sites, thereby ensuring the smooth implementation of epidemic prevention efforts. Regarding interorganizational communication, the Ministry of Health and Welfare, New Taipei City Government, and the ○○ District Office maintained vertical, bidirectional communication. The district office also engaged in frequent communication with higher-level authorities, parallel agencies, the public, and the media to prevent the spread of the virus and safeguard public health and safety. In terms of implementer motivation, the use of incentives enhanced willingness to perform, while disciplinary measures ensured adherence to policy goals.
In response to the potential challenges posed by future emerging infectious diseases, this study offers several recommendations. First, it suggests enhancing the quality of policy planning and adopting a holistic perspective to evaluate the consequences of decision-making. Second, central and local governments should establish intergovernmental partnerships for epidemic management. Third, artificial intelligence should be leveraged to develop automated quarantine systems and to establish a framework for digital governance in epidemic prevention. Lastly, it is essential to improve the competence of frontline personnel and to build effective implementation mechanisms to meet the next unforeseen challenge. |
