    Abstract: 台灣透過外交部與教育部提供給拉丁美洲學生的獎學金計畫,已成為國際舞台上縝密的公共外交與軟實力投射工具。本研究分析這些獎學金受惠學生在台灣完成學業後,如何逐漸形成對台灣價值觀、政治制度與國際地位的正面認知。透過問卷調查與訪談所組成的混合研究方法,研究結果發現,學生不僅對台灣抱持正面看法,也維持長期的個人與機構性聯繫,未來有機會發展為跨國倡議網絡(advocacy networks)。
    研究指出雖然學生普遍欣賞台灣的民主與文化價值,但其在台期間深入融入社會方面仍有侷限,顯示這是一種以結構性學術交流推動的「誘發式軟實力」模式,而非自發性的文化同化。儘管如此,絕大多數受訪者在假設性中國與台灣衝突情境下,皆表達對台灣的強烈象徵性支持,驗證台灣透過教育累積國際同理資源的外交策略。此外,研究亦凸顯拉丁美洲在台灣外交布局中的戰略重要性,台灣在該地區仍保有關鍵邦交國,獎學金外交可能成為台灣面對中國「銳實力」影響時,間接爭取國際認可與聲譽安全的重要手段。
    本研究有助於深化學術界對於非傳統外交工具的討論,強調國際學生作為亞太及拉丁美洲地緣政治競爭中的邊緣卻潛在重要角色。
    Taiwan’s scholarship programs offered to Latin American students through MOFA and MOE have become a sophisticated instrument of public diplomacy and soft power projection in the international arena. This research analyzes how these scholarship recipients, after completing their academic experiences in Taiwan, develop favorable perceptions toward the island’s values, political system, and international position. Through a mixed methodology based on surveys and interviews, the study identifies that students not only adopt positive views of Taiwan but also maintain long-term personal and institutional ties that could eventually be activated as transnational advocacy networks.
    While the analysis shows that students appreciate Taiwan’s democratic and cultural values, it also reveals limited deep social integration during their stay, suggesting a model of “induced soft power” driven by structured academic programs rather than spontaneous cultural assimilation. Despite this, the vast majority of respondents expressed strong symbolic support for Taiwan in hypothetical conflict scenarios involving China, validating Taiwan’s diplomatic strategy to cultivate external sympathy through education. Furthermore, the research highlights the strategic importance of Latin America, where Taiwan still maintains key diplomatic allies, and how scholarship diplomacy may serve as an indirect mechanism of reputational security and international recognition in the face of growing Chinese sharp power influence.
    This study contributes to the academic debate on non-traditional diplomatic tools, emphasizing the role of international students as peripheral yet potentially significant actors within the broader geopolitical competition in the Asia-Pacific and Latin American regions.
