    摘要: 本論文透過中國異議人士方勵之與劉曉波的個案研究,探討跨國人權倡議在中國所扮演的角色。在這兩個案例中,跨國倡議網絡(TAN)皆曾被動員;然而,僅在方勵之的案例中,倡議行動成功確保了其安全獲釋。
    本論文以螺旋模型(Risse與Sikkink,1999)作為理論框架,分析跨國倡議網絡的強度與目標政府的脆弱性如何促使方勵之的案件從第二階段(鎮壓)邁向第三階段(策略性讓步),而劉曉波的案件則未能如此發展。每個案例皆透過縱向分析與過程追蹤方法進行探討。跨案例比較顯示,跨國人權倡議成功的關鍵因素在於是否實施實質制裁,以及是否有如美國這樣的強國介入。
    This thesis examines the role of transnational human rights advocacy in China through the case studies of Chinese dissidents Fang Lizhi and Liu Xiaobo. In both cases, the transnational advocacy network (TAN) was activated; however, only in the case of Fang Lizhi did advocacy succeed in securing the dissident's safe release.
    Employing the Spiral Model (Risse & Sikkink, 1999) as a theoretical framework, this thesis examines how the strength of the TAN and target government vulnerability led to the progression from phase 2 (repression) to phase 3 (tactical concessions) in Fang’s case, but not Liu’s. Each case study was analyzed using longitudinal analysis and process tracing. Cross-case comparison reveals that the most crucial factors in effective transnational human rights advocacy are the implementation of material sanctions and the involvement of a major power, such as the United States.
