Abstract: | 儘管韓國在二十多年前就引入了性別配額制度,但女性在國會的代表比例仍停滯在約20%。本研究探討限制配額制度成效的結構性與制度性障礙,特別關注政黨在實施過程中所扮演的核心角色。透過質性分析與對女性國會議員、性別政策專家及女性權益運動者的深入訪談,研究揭示以男性為主導的政黨結構、象徵性提名以及配額建議缺乏強制力,持續限制了女性在政治上的實質代表性。雖然女性議員人數的增加促進了性別平等立法的進展,但政黨對內部改革的抗拒與社會上反女性主義情緖的升溫,仍是重大挑戰。本研究提出三項關鍵改革建議:一、制定法律,確保任何一性別在國會與高階公職中的比例不得超過60%;二、改革提名制度,使其更加透明與包容,並納入社會弱勢群體;三、調整政治資金制度,將政黨補助與女性政治發展基金用於多元候選人的培育。唯有如此,才能超越象徵性的代表,實現女性與其他邊緣群體的真正政治賦權,邁向真正民主的社會。 Despite the introduction of a gender quota system over two decades ago, women's representation in South Korea’s National Assembly remains stagnant at around 20%. This study investigates the structural and institutional barriers that have hindered the effectiveness of the quota system, with a focus on the central role political parties play in both implementing and undermining it. Through qualitative analysis and in-depth interviews with female legislators, gender policy experts, and activists, the study reveals how male-dominated party structures, symbolic nominations, and inadequate enforcement of quota recommendations continue to limit women’s substantive political representation. While an increase in female lawmakers has correlated with greater legislative engagement on gender equality issues, significant obstacles remain, including party resistance to internal reform and rising anti-feminist sentiment. The study concludes by proposing three key reforms: the introduction of legal gender balance requirements, the democratization of candidate nomination processes, and the restructuring of political financing to support greater diversity. These measures are essential to move beyond token representation and toward genuine political empowerment of women and other marginalized groups in South Korea. |
