    Abstract: 台灣於2025年正式邁入超高齡社會,總生育率亦降至歷史新低,壽險業正面臨人口結構劇變與國際制度接軌的雙重壓力。高齡化推升健康與年金商品需求,理賠支出快速成長,導致現金流與資本準備壓力升高;同時,少子化造成新契約市場萎縮與銷售人力斷層,通路組織面臨老化與轉型挑戰。

    本研究以2015年至2024年次級統計資料為基礎,從七大構面探討壽險市場的經營困境與調整需求,涵蓋:(1)全球與台灣人口結構變遷趨勢對壽險業的影響;(2)全球與台灣保費收入、保險密度與滲透度趨勢比較;(3)國人死因變化與保險支出結構的連動性;(4)壽險業務員結構老化與銷售端挑戰;(5)保費收入與理賠支出的收支失衡趨勢;(6)資金配置結構變動與財務健全性風險;(7)IFRS 17與ICS制度實施所帶來的財務與監理衝擊。

    研究結果顯示,台灣壽險業須全面檢討商品設計、通路經營、人力策略、資產負債管理與法遵制度,方能因應人口與制度結構性變遷所帶來的挑戰。本研究建議:業者應聚焦高齡保障商品創新、加速數位通路與顧問化服務整合,強化資本品質與風險揭露能力;主管機關則應強化制度接軌的配套彈性與資訊透明度。整體而言,本研究提供台灣壽險業在高齡少子化背景下進行轉型與永續經營的實證依據與政策建議。
    Taiwan’s life insurance industry is facing dual challenges from rapid population aging and declining birthrates, alongside upcoming regulatory shifts under IFRS 17 and ICS. The rising elderly population drives demand for health and annuity products, increasing claim payouts and stressing insurers’ liquidity. Meanwhile, low fertility has reduced new business opportunities and aged the sales workforce, weakening distribution capacity.

    This study analyzes Taiwan’s life insurance market from 2015 to 2024 across seven dimensions: demographic changes, insurance market indicators, death causes and claim trends, sales channel structure, income–payout dynamics, asset allocation risks, and regulatory impacts. Results show structural imbalances in revenue and claims, growing financial risks from overseas investments, and mounting pressure to adapt to international standards.

    The study recommends that insurers refocus on elderly-targeted protection products, accelerate digital and advisory-based channels, and strengthen capital and risk management systems. Regulators should ensure a flexible transition for IFRS/ICS implementation and enhance supervisory transparency. These findings provide practical insights into Taiwan’s life insurance market transformation amid demographic and regulatory shifts.
