    題名: 租金補貼政策對租金負擔之影響—以雙北市單身戶為例
    The Impact of Rental Subsidy Policy on Rental Burden: Evidence from Single-Person Households in Taipei and New Taipei City

    摘要: 臺灣住宅價格持續攀升,租屋日益成為重要住居選擇。政府雖長期推動租金補貼政策,卻難以探尋制度更迭理由及補貼額度依據,是否有效減低租屋者負擔,仍待商榷。其中,又以單身戶因居住面積較小而面臨較重之租屋負擔。是以本研究聚焦雙北市單身租屋族群,分析2023年591租屋平台實際成交案件與推估之所得,檢視2023年「300億元中央擴大租金補貼專案」對租屋負擔改善情形。
    本研究結合家戶收支調查與住宅負擔衡量指標,推估不同行政區與年齡層補貼前後之可支配所得,判斷補貼效果,並輔以Welch’s t檢定、Welch’s ANOVA、Games-Howell檢定等統計方法實證分析年齡層與地區差異。結果顯示,未滿40歲之青年族群雖享有補貼加碼,但因所得較低,補貼後負擔仍顯著高於40歲以上者。補貼額度方面,新北市分區分級補貼制度較臺北市補貼效果佳,臺北市逕以單一額度補貼使高租金行政區如大安區、中山區等負擔顯著較重。目前雖未知補貼對象所得限制衡量基準,但計算結果顯示雙北市低於規定者多有負擔問題,甚至部分行政區逾所得上限卻仍具負擔壓力。
    現行補貼政策雖年年增加核准戶數,然於未明訂合理可負擔基準與租屋黑市下,恐使補貼無法確實幫助有需求者。在短期無法得知地區合理租金前,建議先明確所得上限與租金支出占所得比例,並嚴加取締房東逃稅、嚇阻房客申請亂象,真正落實居住正義與補貼公平、效率之政策初衷。
    Housing prices in Taiwan have continued to rise, making rental housing an increasingly important choice. Although the government has promoted rental subsidy policies for years, it remains difficult to discern the rationale behind policy changes or the basis for subsidy amounts. Whether such subsidies effectively reduce the rental burden remains debatable. In particular, single-person households often face greater rental stress due to smaller dwelling areas. This study focuses on single renters in Taipei and New Taipei City and evaluates the impact of the 2023 NT$30 billion national rental subsidy expansion using actual transaction data from the 591 rental platform and estimated income data.
    By combining household survey data with affordability indicators, this study estimates disposable income before and after subsidies and applies Welch’s t-tests, Welch’s ANOVA, and Games-Howell tests to examine age and regional differences. Results show that renters under 40, despite receiving higher subsidies, still face greater burdens due to lower income. New Taipei City’s tiered subsidy system is more effective than Taipei’s flat-rate scheme, especially in high-rent areas such as Da’an, Zhongshan, and other similar districts. Moreover, many households under the income threshold still face affordability issues, and some above the limit remain burdened.
    While approved cases have increased annually, the absence of a clear affordability benchmark and the ongoing rental black market limit the policy’s effectiveness. Clearer rent-to-income standards and stricter enforcement against tax evasion are needed to ensure that subsidies reach those most in need.
