    Title: 臺灣監獄圖書館對於收容人之服務與使用意見分析

    Abstract: 本研究以臺灣監獄圖書館為研究對象,探討其對收容人所提供之服務內容與實際使用情形。研究目的在於瞭解監獄圖書館的館藏資源、閱覽服務與推廣活動現況,分析收容人對圖書館服務的意見與感受,並檢視管理人員的服務理念及其角色實踐,以作為未來監獄圖書館發展之參考。
    研究方法採質性研究,透過半結構式訪談蒐集資料,訪談對象包含監獄圖書館管理員與收容人。研究結果顯示:一、監獄圖書館在經費、人力與館藏資源方面普遍不足,致使服務效能受限;二、部分監獄透過與公共圖書館及外部團體合作,補充館藏資源並推動多元閱讀活動,展現正向成效;三、收容人普遍認為圖書館能提供精神慰藉與知識學習機會,協助其培養閱讀習慣與專業技能,減緩監禁壓力並促進自我成長;四、圖書館管理員在服務理念上多強調「教育輔助」與「人性關懷」,但在執行上仍受制度規範與資源限制影響。
    最後,監獄圖書館不僅是知識與教育的重要載體,也是收容人心靈支持與社會復歸的關鍵資源。研究建議政府應重視監獄圖書館發展,增加經費與專業人力編制,並建立制度化的服務規範,同時加強與公共圖書館及外部資源合作,以提升服務品質與持續性。未來研究可進一步擴大樣本,進行跨國比較與縱向追蹤,以更全面地呈現監獄圖書館在矯正教育及再犯預防上的影響。
    This study focuses on prison libraries in Taiwan and investigates the services they provide to inmates and how these services are utilized. The main objectives are to examine the current status of collections, reading services, and promotional activities in prison libraries; to analyze inmates’ opinions and experiences; and to explore the service concepts and role practices of library managers. The findings are expected to provide reference for future development of prison library services in Taiwan.
    A qualitative research method was adopted, using semi-structured interviews with both prison library managers and inmates. The results reveal several key findings: (1) Most prison libraries face challenges of insufficient funding, limited staffing, and outdated or inadequate collections, which restrict service effectiveness. (2) Some prisons have successfully collaborated with public libraries and external organizations to supplement resources and implement diverse reading programs. (3) Inmates generally perceive prison libraries as important sources of emotional comfort, knowledge, and learning opportunities that help cultivate reading habits, develop skills, relieve the stress of incarceration, and support self-growth. (4) While library managers emphasize educational support and humanistic care in their service philosophy, their practices remain constrained by institutional rules and limited resources.
    In conclusion, prison libraries are not only crucial for knowledge and educational support but also serve as essential resources for inmates’ psychological well-being and social reintegration. The study suggests that the government should strengthen policy frameworks, allocate more funding and professional staff, and establish standardized service guidelines. Furthermore, enhancing collaborations with public libraries and external organizations will help improve service quality and sustainability. Future research is recommended to expand the sample size, conduct cross-national comparisons, and carry out longitudinal studies to better understand the role of prison libraries in correctional education and recidivism prevention.
