Abstract: | 台灣選舉因多次面臨選務人力與時間的壓力,引發社會對「網路投票」的熱議,中央選舉委員會於2016年調查指出,多數民眾認同電子投票與網路投票具便利性且可提升投票效率但對其安全性與準確性仍存疑,其主要爭議在於民眾對新型投票方式的信任不足,反映出選民對網路投票的信任尚未建立。 信任是影響選民是否接受網路投票的關鍵因素,但其形成機制與作用歷程尚不明確,本研究以整合型科技接受與使用模型(Unified Theory of Acceptance and Use of Technology, 以下簡稱 UTAUT)欲探討影響選民對網路投票平台之信任信念與採用態度的前因,分析信任信念與態度的形成機制及其關鍵構面,並探討各個構面如何影響信任信念與採用態度。 研究以網路問卷調查法針對20歲以上具投票資格之台灣民眾發放,最終共取得有效樣本658份。研究結果顯示,政府信任、他人對政府的信任、資訊安全、資訊品質與個人信任傾向,皆正向影響選民對網路投票的信任信念;而過往經驗對信任信念則呈現負向關係,即負面經驗可能會削弱信任。相較之下,資訊隱私則未顯著影響信任信念,可能由於我國尚未實施網路投票,資訊隱私對多數民眾而言仍較抽象。在民眾對網路投票的採用態度方面,績效期望、社會影響與習慣皆正向影響態度;而預期努力與促進條件則未達顯著,推測可能與制度尚未落實、使用經驗不足有關。直得注意的是,資訊安全除了影響信任外,亦直接影響態度,突顯其在網路投票推動中的核心地位。本研究補充 UTAUT 模型,指出態度變項中的績效期望、社會影響、促進條件與習慣,亦可作為信任信念的前因,有助於建構更完整與多元的信任架構。 Due to repeated pressure on manpower and time in Taiwan’s electoral processes, online voting has become a topic of public concern. A 2016 survey by the Central Election Commission found that most citizens viewed electronic and online voting as convenient and efficient, yet concerns about security and accuracy persist. The main issue lies in voters’ lack of trust, indicating that trust in online voting remains underdeveloped. Trust plays a critical role in determining whether voters will accept online voting; however, its formation process and underlying mechanisms are not well understood. This study applies the Unified Theory of Acceptance and Use of Technology (UTAUT) to explore the antecedents influencing voters’ trust beliefs and attitudes toward adopting online voting. It further examines how different dimensions shape both constructs. An online survey was conducted with Taiwanese citizens aged 20 and above who are eligible to vote, yielding 658 valid responses. The results show that trust in government, others’ trust in government, information security, information quality, and disposition to trust all positively influence voters’ trust beliefs toward online voting. However, past negative experiences exhibit a negative relationship with trust beliefs, suggesting that negative experiences may weaken trust. In contrast, information privacy was not found to significantly affect trust beliefs, possibly because online voting has not yet been implemented in Taiwan, making information privacy a more abstract concept for most citizens. In terms of adoption attitude, performance expectancy, social influence, and habit positively affect attitude, while effort expectancy and facilitating conditions were not significant—possibly due to the system’s lack of implementation and users’ limited experience. Notably, information security not only influences trust but also directly affects attitude, highlighting its central role in promoting online voting. This study extends the UTAUT model by proposing that variables such as performance expectancy, social influence, facilitating conditions, and habit—typically seen as predictors of attitude—can also act as antecedents of trust beliefs. This contributes to building a more comprehensive and diversified trust framework. |
