| Abstract: | 隨著全球對ESG議題與永續發展的關注日益提升,永續性已逐漸成為影響不動產市場價格形成與風險評估的重要因素。若估價過程未能有效連結市場永續趨勢與不動產價值,將可能導致價格評估偏離實際風險與機會。近年LEED與WELL等環境認證在商辦市場逐漸普及,成為衡量不動產永續性價值與潛在風險的關鍵指標。然而,臺北市A級辦公市場對環境認證的價值反應及估價過程中的應用連結仍缺乏系統性研究。為填補此一研究缺口,本研究聚焦於估價方法中市場面、成本面與收益面,探討環境認證對臺北市A級辦公大樓不動產估價的影響,應如何考量潛在的永續性價值。
本研究採用問卷調查法與深入訪談法,透過文獻回顧建構永續性於估價過程中應予考量的價值反應構面,分析估價師與商仲顧問之認知差異與實務觀察。研究結果顯示,環境認證可提升辦公大樓吸引力、租金溢價與風險調整效益,且雖其初期開發成本較高但具有長期使用效益。因此,未來隨著市場普及,環境認證效益將由目前的差異化優勢轉為基本條件,須留意未認證建築可能產生的風險,並建議以透明化與制度化方式建立衡量評估基礎,促進估價實務與永續發展目標接軌。 As global attention to ESG issues and sustainable development continues to rise, sustainability has gradually become an important factor affecting real estate market price formation and risk assessment. If the valuation system fails to effectively link market sustainability trends with asset value, it may lead to price assessments that deviate from actual risks and opportunities. In recent years, environmental certifications such as LEED and WELL have gradually become widespread in the commercial office market, serving as key indicators for assessing the sustainability value and potential risks of real estate. However, the value response to environmental certifications and their application linkage in the valuation process within Taipei’s Grade A office market still lack systematic research. To fill this research gap, this study focuses on the market, cost, and income aspects of valuation methods to explore how environmental certifications affect the valuation of Grade A office buildings in Taipei and how potential sustainability value should be considered.
This study adopts questionnaire surveys and in-depth interviews, and constructs valuation response dimensions of sustainability in the valuation process through literature review, analyzing the cognitive differences and practical observations between appraisers and real estate consultants. The results show that environmental certifications can enhance the attractiveness of office buildings, rental premiums, and risk adjustment benefits, and although the initial development costs are higher, they have long-term use benefits. Therefore, as the market becomes more widespread in the future, the benefits of environmental certifications will shift from a current differentiation advantage to a basic requirement. Attention should be paid to the potential risks of non-certified buildings, and it is recommended to establish transparent and institutionalized evaluation bases to promote the integration of valuation practices with sustainable development goals. |
