    Abstract: 本文探討了外國援助在加劇發展依賴方面所扮演的角色,以及此種依賴對烏干達援助成效所造成的意外後果。儘管自20世紀60年代以來,數十億美元的援助流入非洲大陸,但多數非洲國家仍然處於欠發展狀態、經濟停滯,落後於全球發展趨勢。本文指出,正如海登(Hyden)所描述的,「依賴陷阱」已然形成,使烏干達等國長期仰賴西方援助,而由此產生的意外後果則削弱了其自主發展與永續成長的能力。本研究聚焦於探討外國援助如何(無意或有意地)促成了依賴,而非促進自主。本文進一步探討此種依賴所帶來的(非)預期後果,以及如何透過重構援助機制以促進自給自足與經濟獨立。本研究運用了依賴理論,從歷史與結構層面剖析援助依賴的根源,強調殖民遺產與附帶條件如何鞏固對外依賴。同時結合委託代理理論,分析捐贈方與受援國之間複雜的關係,揭示雙方在推動永續發展過程中各自的優勢與侷限。本文以次級資料為基礎,透過分析歷史紀錄、經濟數據與烏干達的援助影響,深入探討發展援助的困境,並運用主題分析法揭示援助依賴在治理問題、援助條件,以及捐助方與受援方之間不對等權力結構中所反映出的模式、身份與結構。本文旨在為重思外國援助架構,並推動非洲國家邁向自力更生與經濟自主提供洞見。
    This paper investigates the role of foreign aid in perpetuating developmental dependency and the unintended consequences on aid effectiveness in Uganda. Despite billions in aid flowing to the African continent since the 1960s, most African nations remain underdeveloped and economically stagnant, lagging behind global development trends. This paper argues that foreign aid has created a "dependency trap," as described by Hyden, in which African countries like Uganda remain reliant on Western aid, facing unintended consequences that undermine self-reliance and sustainable growth. The concern is to explore how foreign aid has (un)wittingly contributed to dependence rather than independence in African countries. What are the (un)intended consequences of this reliance, and how might foreign aid be restructured to promote self-sufficiency? The study employs dependency theory to examine the historical and structural roots of aid dependency, emphasizing how colonial legacies and conditionalities reinforce reliance on external support. It combines this with principal-agent analysis to examine the complexities of the donor-recipient relationship, highlighting the strengths and weaknesses of both parties in fostering sustainable development. Relying on secondary data, this paper explores the dilemma of developmental aid by examining historical records, economic data, and aid impacts in Uganda. Through this body of data, the study will be thematically analysed by unearthing recurring patterns, identities, and structures of dependency reinforced by governance issues, aid conditions, and imbalances in donor-recipient power dynamics. This research aims to provide insights into rethinking foreign aid frameworks to encourage African self-reliance and economic independence beyond aid's unintended outcome.
