    Abstract: 兒少保護是個重要又具高度挑戰性的工作,高通報量和日益複雜的家庭脈絡考驗著兒少保護社工對家庭與兒少資訊的敏感度、掌握度和及時的介入,如何運用有限的兒少保護資源減少兒少再被虐待或疏忽的風險是台灣也是福利國家共同面對的課題。衛生福利部保護司為能周延保障兒少人身安全與權益,引進美國國家犯罪行為研究院(NCCD)兒童研究中心(CRC)建構的結構化決策模式(SDM)評估邏輯與方法,SDM安全評估在台灣已歷經發展、試作與訓練階段,目前已全面採用於各縣市第一線兒少保護工作,本研究將持續追蹤各縣市SDM安全評估的使用狀況,發展一套實務問答集,期使台灣SDM安全評估與實務工作相輔相成。為針對不同風險層級之案件規劃符合所需的資源,本研究將與美國國家犯罪行為研究院兒童研究中心及台灣學者及實務專家合作,建立一套符合台灣之SDM風險評估方法,評估兒少再次受虐的可能。本研究期能立基於本土發展的「兒童及少年受虐待暨被疏忽危機診斷表」專業共識評估方法,結合CRC發展的已具實證預測效度的SDM風險評估方法,研發一套適用於台灣的本土SDM風險評估工具。
    Child protection work is highly challenging and the importance of it cannot be overlooked. With the increasing number of child protection referrals as well as the increasing complexity of social and family issues, child protection social workers are challenged professionally in their skills to sensitivity and timely provide appropriate services. How do social workers maximize the limited child protection resources is a common challenge for the child protection field in Taiwan as well as in other welfare states. For the enhancement of child safety and welfare, Taiwan Ministry of Health and Welfare has collaborated with the US National Council of Crime and Delinquency (NCCD) Children’s Research Center (CRC) in the development of a series of assessment methods using structured decision making model (SDM). The SDM safety assessment, after months of tool development (including field trial and training), has now implemented in every cities and counties in Taiwan. The current study will obtain information from social workers about their experiences using the SDM safety assessment and develop a booklet including all the frequently asked questions (FAQs). The purpose of the FAQs is to facilitate easy uses of SDM safety assessment in practices. Furthermore, the current study, in collaboration with the NCCD CRC and Taiwan researchers and practitioners, aims to develop a field-tested version of Taiwan SDM risk assessment. The SDM risk assessment assesses the recurrence risk of child abuse, and social resources will be allocated with respect to the degree of risk assessed. Building on the current consensus-based Taiwan Child Abuse and Neglect Risk Assessment, the current study aims to support child protection practices with a further SDM risk assessment method which allows valid prediction of recurrence risk of abuse.
