    Abstract: 在二十一世紀初期的跨國農地獵取風潮中,有一半以上的交易來自亞洲國家,亞洲因此形成從十八世紀以來的農地被殖民者走向農地殖民者的亞洲糧食安全模式。如此跨國農地獵取的亞洲糧食安全模式可簡單稱為:亞洲邁向糧食農地新殖民主義的發展特色,此發展特色將嚴重挑戰當代國際政治經濟學以歐美發達國家歷史為理論化背景的國家發展理論,這也是本研究案希望補足的理論缺陷處。在全球跨洲的比較過程中,若以整合型計畫總論所列出的亞洲模式的三大看法中(懷疑論、發展論、在地論),本糧食安全子題說明亞洲模式的「在地論」。而亞洲國家內部相對資源匱乏、加速現代化進程、與民族主義等歷史因素決定了此「亞洲模式在地論」的獨特性。此點迥異於大部分歐美先進國家利用先進農業技術與廣大農地,取得糧食安全的獨立自主發展路徑;同時也迥異於拉美非等發展中國家仰賴外援或外來資金技術,取得糧食供給來源的依賴發展路徑。相反地,亞洲國家正在善用經濟民族主義、學習自由主義市場經濟、與利用國有企業獲取資本形成新資產階級等過程,投資境外糧食農地,形成上述所說明的新殖民運動,不僅豐富國際政治經濟學的理論內容,同時創造確保糧食安全的亞洲模式。
    The Asian way to safeguard food security—Transnational farmland grabbing Since the early 21st century, the world has seen an emerging movement of transnational farmland grabbing which however mostly is launched by Asian countries, in order to secure their food support. Not only have these Asian countries hence transformed from as a colonized subject since the 18th century into a colonizing power today, but an Asian way to safeguard national food security has been introduced. This Asian way can be characterized as a development of neo-colonialism by Asian countries that challenges the explanation capacity of contemporary international political economics (IPE), mostly based on the West history. This project hence is proposed to fulfill this research gap between the Western theory and the Eastern practice. As a sub-project of the NSC Asian modality integrated project (that indicates three Asian modality forms: skepticism, developmentalism, and localism), the preliminary finding from this Asian food security case tends to support the explanation of Asian localism modality. Because of insufficient agricultural resource, increasing modernization process, and rising nationalism, the Asian countries have created their unique food security way based on transnational farmland grabbing. This local practice is different from the food self-sufficient strategy adopted by the Euro-American countries and from the dependency strategy relied by the African and Latin-American countries. On the contrary, the Asian countries are taking advantage of economic nationalism, liberalism, and Marxism theories to grab farmlands overseas and safeguard their food security, resulting into development of neo-colonialism. Contribution of studying this Asia-launched farmland grabbing is expected not only to expand the IPE explanation scale but also to theorize the Asian modality.
