    Title: 大陸台商跨界社群的政商網絡與策略行動
    Linkage Communities and Strategic Action across the Taiwan Strait: the Case of the Taishang

    Abstract: 本研究計畫是一項台灣與德國共同合作的國際合作研究計畫,由王振寰教授及Gunter Schubert 教授執行,兩人並分別向所屬國家的學術主管單位國科會(NSC)與德國研究基金會(DFG)提出專題研究計畫,申請經費補助。本研究計畫是建立在先前的研究發現之上,亦即長期居住在中國大陸的台商與台幹的認同與政治看法的變化。在先前的研究上,我們特別偏重處理的問題是居住在大陸的台商與台幹對台灣的前景與兩岸關係的看法如何改變,以及他們如何調適自己以融入中國社會的過程。本研究計畫則提出一個新的觀點來解釋台商,亦即台商作為一個跨界社群與策略團體,他們藉由在台灣本土進行各種不同的策略行動,直接影響和形塑兩岸關係。在本研究的分析架構中,「跨界社群」與「策略團體」的關係,前者界定為量性(接觸)與質性(行動)的關係。另一方面,雖然「跨界社群」是一個描述性概念,藉以測量兩岸關係中的互動強度與衝突、合作及代理的潛力;而「策略團體」則是一個分析性概念,使得我們能夠解釋跨界社群(台商)各自展現的特定政治行動。本計畫將探討台商的如何透過組織性和非正式的活動和遊說,來影響台灣的選舉和媒體。我們也將同時訪問政府官員和政黨代表。我們的田野訪問將同時在中國(東莞、上海/昆山),以及台灣進行,以收集相關資料。過去對台商的研究主要在企業經營層次,本計畫將之延伸至政治意涵,將對兩岸關係的演化和研究,有新的研究貢獻。
    This project proposal, jointly submitted by Prof. Gunter Schubert and Prof. Wang Jenn-hwan (National Chengchi-University, Taiwan) under the cooperation agreement between the Deutsche Forschungsgemeinschaft (DFG), Germany, and the National Science Council (NSC), Taiwan, builds on earlier research on identity change and political thinking of Taiwanese entrepreneurs (taishang) on the Chinese mainland. It conceptualizes the taishang as a ‘linkage community’ and a strategic group that is strongly shaping cross-strait relations by strategic action in Taiwan proper. Taishang strategic action is conducted by way of working through formal organizations and informal networks, targeting Taiwan’s political discourse and policy-making on China. The project wants to establish, by systematic qualitative interviews of taishang who have businesses in China but return to Taiwan regularly or still reside there, how they pursue and safeguard their mainland-related interests. Organizational and informal lobbying structures, taishang mobilization strategies in Taiwanese elections and entrepreneurial influence on Taiwan’s media marked shall be thoroughly investigated. Party politicians and government officials engaged in China policy-making and officials from Taiwan’s domestic business organizations figure as control groups in the interview process. Three field studies, one in China (Dongguan and Shanghai/Kunshan), and two in Taiwan are planned for data gathering. The project will shed new light on the significance of Taiwanese businesspeople for the current state and the evolution of cross-strait relations.
